AEMA filed comments on February 26, 2018, in the Advance Notice of Proposed Rulemaking (ANPRM), the proposed replacement rule to the Obama Administration’s Clean Power Plan (CPP). As a result of comments and a study AEMA had originally filed to the CPP, demand response was included in the final rule as both a greenhouse gas (GHG) mitigation tool and a reliability measure. For this replacement rule, AEMA has recommended allowing states to use both demand response and distributed energy resources to meet GHG reduction goals. AEMA also filed comments in the proposed repeal of the CPP.
